What is an employer of record in Syria?
A registered Syrian company that legally employs staff on your behalf: it issues the employment contract under Syrian Labour Law, registers the employee for social insurance and payroll tax, runs monthly payroll, and pays the salary inside Syria. You direct the day-to-day work; the employer of record carries the statutory obligations.
Can a foreign company hire in Syria without registering a company?
Yes. An employer of record employs your staff under Syrian law on your behalf, so no local entity or Syrian bank account is needed. You sign one service agreement, receive one monthly invoice, and your first employee can be active on payroll within fifteen working days of a complete nomination.
How long does it take to put an employee on payroll in Syria?
Up to fifteen working days from a complete nomination: the employment contract is prepared and signed in the first three days, and social insurance and payroll tax registration runs from day three to day fifteen. Registration is the governing step — its duration is set by the authorities, not by us.
What are employer social insurance contributions in Syria?

Is there a ceiling on Syrian social insurance contributions?
Yes. Both employer and employee contributions are calculated on the insurable salary, which is capped at SYP 240,000 per month — about USD 1,644 at 146 SYP/USD. For any salary above that ceiling the contributions stop growing, so the social insurance cost of a senior hire is the same flat amount as a mid-level one.
What income tax applies to salaries in Syria?
Payroll income tax of 15% applies to salaries. It is withheld at source by the employer, declared on the statutory calendar, and paid to the tax authority together with the social insurance contributions.
