Program Coordinator (ERL/FSL Sector Lead) - Aleppo / Damascus

 

General Description of the Organization:

Orange is a non-governmental civil society organization devoted to alleviating the suffering and improving the sustainability mechanisms of the conflict-affected population. Since its establishment, Orange has partnered directly with affected Syrian populations, delivering programs spanning sectors, including humanitarian and development programs in the Early Recovery and Livelihoods, Food Security and agriculture, Education and Protection, WASH, and Shelter, in addition to long-term impact interventions focusing on the economic empowerment and the local value chains improvements to enable targeted communities to improve their living practices and their sustainable mechanisms. Orange collaborates with various national and international non-governmental organizations, as well as local initiatives, to adopt a community-based approach that improves the response’s impact on the humanitarian crisis and provides sustainable and alternative solutions.

 

1. Job Purpose

The Program Coordinator is responsible for coordinating the planning and implementation of the organization's Early Recovery and Livelihoods (ERL) and Food Security and Livelihoods (FSL) programs. The position ensures that ERL/FSL activities are well-planned, effectively implemented, and maintain high quality standards in line with humanitarian principles, organizational strategies, donor requirements, and identified sectoral needs, including opportunities that contribute to economic empowerment and sustainable livelihoods.

The Program Coordinator provides technical guidance to ERL/FSL teams, supports program quality and accountability, contributes to needs assessments and program design, engages with relevant coordination mechanisms, and represents the organization in technical forums. The position also supports coordination between program, technical, operations, grants, MEAL, finance, and supply-chain teams to facilitate timely and coherent delivery.

2. Key ResponsibilitiesA. Program Planning, ERL/FSL Needs Assessment, and Coordination

·        Ensure ERL/FSL program planning is grounded in needs assessments and aligned with organizational priorities, recovery priorities, and context-specific requirements.

·        Conduct or support regular ERL/FSL needs assessments and share emerging gaps, opportunities, market dynamics, and recovery priorities with program management and leadership to support informed planning.

·        Participate in relevant ERL/FSL coordination groups, clusters, working groups, and technical forums to understand priorities, gaps, and opportunities; contribute to joint concepts, proposals, and coordination initiatives.

·        Contribute to the development of evidence-based concept notes and proposals for ERL/FSL programming, ensuring alignment with sector priorities, recovery needs, and donor requirements.

·        Maintain effective relationships with coordination bodies, UN agencies, NGOs, donors, government authorities, local actors, technical partners, and other relevant stakeholders.

·        Ensure that ERL/FSL interventions are informed by evidence, community priorities, market dynamics, recovery opportunities, and conflict-sensitive approaches.

·        Ensure that program planning considers appropriate opportunities to support early recovery, livelihoods recovery, economic empowerment, market access, local value-chain development, and community self-reliance, based on community priorities and market conditions.

·        Support the design of area-based and community-driven recovery activities that link immediate needs with livelihoods recovery, service restoration, local economic opportunities, and longer-term resilience.

·        Ensure that ERL/FSL programming is appropriately linked with relevant sectors, including Protection, WASH, Shelter/NFI, Education, Governance, and Cash-Based Interventions, where this strengthens recovery outcomes.

B. ERL/FSL Implementation Quality Assurance and Technical Standards

·        Establish and maintain quality assurance mechanisms for ERL/FSL activities, including regular monitoring, spot checks, and technical reviews to ensure adherence to standards and effective implementation.

·        Provide technical guidance and oversight to ensure high-quality implementation of ERL/FSL activities.

·        Ensure programs comply with relevant humanitarian standards, organizational policies, and donor requirements.

·        Maintain clear records of implementation progress, quality concerns, and technical risks, and communicate significant matters to relevant stakeholders through established reporting lines.

·        Review implementation progress against agreed timelines and milestones and recommend practical adjustments where delays or bottlenecks affect delivery.

·        Develop and review technical tools, guidelines, SOPs, and implementation methodologies.

·        Support teams in implementing appropriate ERL/FSL approaches such as cash and voucher assistance, livelihoods recovery, income-generating activities, vocational training, market-based programming, community recovery activities, and economic-empowerment support, where relevant.

·        Support the integration of early-recovery principles, market-based approaches, community participation, conflict sensitivity, and sustainability considerations throughout the project cycle.

·        Support teams to integrate economic empowerment considerations into relevant FSL activities, including access to productive assets, skills development, income-generating opportunities, market linkages, and other measures that strengthen household and community self-reliance.

·        Ensure that ERL/FSL programming considers protection, gender, inclusion, accountability, and conflict sensitivity.

·        Conduct regular technical reviews of ERL/FSL activities to identify lessons learned, good practices, and areas for improvement.

C. Coordination, Representation, and Partnership Engagement

·        Represent the organization in relevant ERL/FSL coordination meetings, working groups, clusters, technical forums, and recovery-focused platforms.

·        Maintain effective relationships with UN agencies, NGOs, donors, government authorities, technical partners, and other relevant stakeholders.

·        Contribute to inter-agency assessments, coordination initiatives, technical discussions, recovery planning, and sector strategies.

·        Share relevant ERL/FSL updates, lessons learned, good practices, and implementation priorities with internal and external stakeholders.

·        Promote coordination and complementarity between ERL/FSL interventions and other sectors, including Protection, WASH, Shelter/NFI, Health, Education, Governance, and Cash-Based Interventions.

·        Coordinate, where relevant, with technical and market actors to support economic empowerment activities and strengthen linkages with local markets and value chains.

D. Team Supervision and Implementation Oversight

·        Provide direct technical supervision to ERL/FSL implementation teams, ensuring activities are executed according to plans, timelines, and quality standards.

·        Conduct regular field visits and implementation reviews to assess progress, identify challenges, and provide on-the-spot technical guidance.

·        Establish clear performance expectations for ERL/FSL teams, including implementation timelines, quality standards, and regular communication of implementation concerns.

·        Provide technical supervision, guidance, and mentoring to ERL/FSL staff.

·        Support recruitment, onboarding, performance management, and professional development of ERL/FSL team members.

·        Identify capacity gaps and develop appropriate coaching, mentoring, and training plans.

·        Promote a collaborative, respectful, and accountable team environment.

·        Ensure clear roles, responsibilities, and reporting lines within ERL/FSL teams and across relevant project functions.

E. Monitoring, Evaluation, Adaptive Management, and Learning

·        Establish a system for regular monitoring of ERL/FSL program implementation, including progress against timelines, budget utilization, quality indicators, and recovery outcomes.

·        Provide regular updates on implementation progress, quality concerns, and material risks to the Programs Director and relevant stakeholders, with practical recommendations where needed.

·        Use monitoring findings to inform adaptive management decisions; recommend program adjustments, resource reallocation, or timeline modifications as needed.

·        Work closely with MEAL teams to develop appropriate ERL/FSL indicators, monitoring tools, and quality assurance mechanisms.

·        Ensure that program performance is regularly reviewed against agreed targets and indicators.

·        Document lessons learned, good practices, and evidence from ERL/FSL interventions to inform program adaptation and future design.

·        Ensure meaningful participation and feedback mechanisms are integrated throughout the program cycle.

F. Planning, Budget Management, and Compliance

·        Develop detailed implementation plans and timelines for ERL/FSL programs, including activity schedules, resource allocation, procurement needs, and milestone tracking.

·        Monitor program expenditure against budgets and timelines and communicate budget variances, delays, or resource constraints through regular program reporting.

·        Contribute to the development and management of ERL/FSL program budgets.

·        Ensure compliance with donor requirements, grant agreements, and internal policies.

·        Support timely preparation of donor reports, sitreps, and other program documentation.

·        Work closely with Finance, Grants, Supply Chain, and Operations teams to ensure effective and timely program delivery.

G. Safeguarding and Accountability

·        Ensure that ERL/FSL activities are implemented in accordance with organizational safeguarding, PSEA, child safeguarding, and code of conduct policies.

·        Promote safe, inclusive, and dignified access to ERL/FSL services and opportunities for all affected populations.

·        Ensure that community feedback and complaints mechanisms are accessible and functional.

·        Immediately report and appropriately escalate safeguarding or protection concerns in accordance with organizational procedures.

3. Key Working Relationships

Internal:

Program Management, MEAL, Finance, Grants, Supply Chain, HR/People & Culture, Operations, Protection, and other technical teams.

External:

ERL/FSL coordination mechanisms, early-recovery and livelihoods working groups, UN agencies, INGOs, local NGOs, government authorities, donors, community representatives, technical partners, and other relevant stakeholders.

4. Qualifications and Experience

·        Bachelor's degree in Agriculture, Economics, Development Studies, Food Security, Livelihoods, International Development, or a related field. A Master's degree is an advantage.

·        Minimum 5 years of relevant professional experience in humanitarian, early-recovery, livelihoods, or development programming, with significant experience in ERL/FSL preferred.

·        Demonstrated experience in managing ERL/FSL program implementation, including oversight of teams, timelines, budgets, and quality standards.

·        Previous experience in program coordination, technical supervision, or sector coordination is strongly preferred.

·        Demonstrated experience in designing, managing, and overseeing ERL/FSL or related livelihoods and recovery programs.

·        Experience with early-recovery programming, livelihoods, cash-based interventions, market-based programming, economic empowerment, or food-security assessments is an advantage.

·        Experience supporting economic empowerment, income-generating activities, market linkages, or local value-chain development is an advantage.

·        Experience in project planning, scheduling, and resource management.

·        Experience in monitoring implementation progress and communicating operational risks and constraints.

·        Strong knowledge of humanitarian principles, early-recovery and livelihoods approaches, relevant standards, and program-cycle management.

·        Experience working with institutional donors and preparing proposals and donor reports is desirable.

·        Experience working in complex or emergency contexts is highly desirable.
