GIZ has been operating in Syria since 1976. It has thus established valuable contacts in civil society and garnered experience that is now crucial for supporting the country. From 2013 onwards, it worked without government involvement with the assistance of local non-governmental organizations. Despite the difficult conditions, GIZ has consistently contributed to improving people’s living conditions.
In view of the developments since December 2024, which have led Syria into a decisive phase of transformation, GIZ reopens its Country Office in Damascus in 2026. It is currently implementing 14 projects on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Federal Foreign Office (FFO), with co-financing from the European Union and other donors. From 2026, the portfolio is planned to be expanded by several new projects.
Your tasks
- Lead the team of Finance Specialists in the Service Unit.
- Contribute to the digital transformation tasks in GIZ (S4GIZ and S4Hana).
- Ensure full compliance of P+R in all finance management relevant responsibilities.
- Preparing change offers, cost calculation for new commission, annual expenditure plan and breaking down into monthly planning costs
- Preparing annual financial reports for projects as per commissioning parties requirements including KoFI.
- Cash flow monitoring for all SU projects in SY, coordinate closely with AVs and project staff and report to HoSU on timely bases.
- Assure that the financial data / budgets / cash flow,..etc of projects are correctly added/updated in the system and report accordingly.
- Reviewing Financing Agreements proposed budgets and financial supporting documentation.
- Prepare ending projects for it’s closing phase and for submitting the final invoice to the commissioning parties.
- Review Financing Agreements call for disbursements and financial statement. Follow-up with auditing procedures and comments.
- Support the SU during audit missions (IC, regional ICs, HQ Reveisions, commissioning parties audits, governmental audits and checks).
- Ensuring that correct cost booking are applied for all expenditures.
- Monthly follow up of unsettled items (account payable and receivable). Regularly monitoring the flow of payments with Country Office and reduction of Commitments / Obligo
- Providing orientation / training for grant recipients to ensure that fund is used in line with applicable rules and compliance.
- Support with spot-checks activities, when requested.
- Processing tasks for co-financing agreements.
Overarching tasks
- Explain commercial rules, standards and guidelines
- Advocating and applying GIZ compliance culture
- Work in and with networks, network with financial managers at the local, regional and national levels
Key area of procurement and contracting
- Support SU contracts officers with checking financial documentation during the KEP process, when requested.
- Review proposed budgets for Financing Agreements during the contracting phase, when requested.
- Support in market surveys and price checking, when requested.
Key area of administration
- Leadership tasks as per GIZ leadership competencies, requirements and due diligence.
- Involvement in the coordination of the project infrastructure (facility management, logistics, fleet management, IT services, etc.) in consultation with the line manager and the responsible country office
- Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.
Your profile
- Commercial, administrative and/or financial educational background. Relevant diplomas, master’s degree, MBA, professional certifications (i.e. CFA, CMA are CGMA) are added value.
- Minimum 7 years of accumulated previous experience in the fields of finance management, administration and/or contracts management.
- Minimum 3 years of experience in GIZ finance, accounting and contracts positions.
- Professional user of GIZ digital tools, namely SAP, WINPACCS. Other tools (Onsite reporting, Onsite operations, etc) is an added value
- Expertise in budgeting, financial planning, analysis, and management of funds. Ability to oversee financial operations, including procurements, and auditing.
- Strong knowledge and expertise in managing GIZ Financing Agreements
- Ability to analyze complex financial data, generate financial reports, and provide insights for decision-making.
- Meticulous attention to detail, especially in financial reporting and compliance.
- High ethical standards and commitment to transparency and accountability
- Understanding of and respect for diverse cultures and the ability to work in multicultural environments.
- Good leadership skills with the ability to inspire and manage a team effectively
